The Foundation is the non-profit, benevolent arm of the Indiana State Police Alliance. Your gifts — both large and small — help fund programs that directly support Indiana troopers and their families.

Help for our members

Indiana State Police Benevolence Fund

The Indiana State Police Benevolence Fund was created to help active and retired members during times of need. When a member demonstrates a need with necessities of life, assistance comes in the form of a direct monetary gift.

The Benevolence Fund also provides financial assistance to members' families during line-of-duty or non-line-of-duty deaths, and when a member's spouse or child passes away. As a member agency of the National Troopers Coalition, the fund also supports line-of-duty deaths at other state police agencies across the country.

Supporting Indiana's Youth

Cops for Kids of Indiana

In an effort to make a positive impact on crime prevention in Indiana, the ISPA Board of Directors recognized the need for an organization that could build lasting relationships between police officers and children. From that vision, Cops for Kids of Indiana, Inc. was incorporated in 1991.

Since then, Cops for Kids has supported hundreds of youth programs across all 92 Indiana counties — giving children from toddlers to teens the chance to see their Indiana State Police troopers as stellar members of the community, committed to serving at all levels.

Members can apply for grants to sponsor community-based programs, sports, and youth activities their children participate in. Grants are awarded twice yearly by the ISPA Board of Directors.

A fundraising campaign to build a new K-9 kennel and training facility for Indiana State Police K-9 teams — safe kennels, advanced training grounds, and year-round conditioning spaces.

Therapy K-9 program

The ISP Wellness Unit is launching a Therapy K-9 Program to support the mental wellness of troopers and professional staff — and serve as a friendly presence at community events, victim support, and youth programs.

Donations help cover the purchase, training, veterinary care, and equipment for the first therapy dog.

Created in 2018, Friends of ISPA is designed as a means for community members to support programs that benefit Indiana troopers.

A yearly contribution of $19.74 — honoring the year the Alliance was founded in 1974 — supports the general operations of ISPA. 100% of your donation goes directly to programs that support troopers.

Trooper Patrick Flag Fund

The Trooper Patrick Flag Fund was established to honor the supreme sacrifice of Indiana State Trooper Scott Patrick, killed in the line of duty on December 22, 2003.

Trooper Patrick was dispatched to a common motorist assist run. The individual in need was a criminal intent on doing harm. Following a short struggle, Trooper Patrick was shot once above his bulletproof vest. He was able to return fire and radio for assistance, but he died shortly after.

Trooper Patrick and his wife were expecting their first child. Six months after Scott's death, his son was born. Isaac Scott Patrick bears the initials ISP in honor of his father's love and dedication to the Indiana State Police.

The fund provides burial flags for all Indiana law enforcement officers killed in the line of duty, burial flags for retired Indiana State Troopers, and ceremonial flags for events honoring fallen officers.

Like many law enforcement officers, Scott had a great appreciation and love for the American flag. For Scott, the flag was much more than a cotton banner to be displayed on holidays — he viewed the waving stars and stripes as a symbol of what our country stands for, and chose a career in law enforcement to do his part to protect those freedoms. The Trooper Patrick Flag Fund is a living legacy to the sacrifice that Scott made in service to the State of Indiana.

After Scott's death, his family looked for a way to honor his sacrifice. They discovered a gap that needed to be filled: when a veteran passes away, they are honored with an interment flag — also known as a burial flag. No such program existed for law enforcement officers. The Trooper Patrick Flag Fund was created to change that — providing burial flags for Indiana law enforcement officers killed in the line of duty, burial flags for retired Indiana State Troopers, and ceremonial flags for events honoring the fallen.

PE 1395 Fund

The PE 1395 Fund was established by former Indiana State Police Trooper Joe Waggoner (PE #1395) to provide an additional line-of-duty death benefit beyond what is provided by the ISPA.

Joe served as a trooper in the late 1960s and early 1970s before leaving the Indiana State Police to pursue a career with the FBI. He retired from the FBI and now lives in California.

While the Indiana State Police gave Joe his start in law enforcement, he never forgot the department he still loves. He contacted the ISPA with the idea of starting a death benefit fund for those killed in the line of duty — with one request: that this benefit be available to ALL Indiana State Police troopers, not just ISPA members. The ISPA has honored that request.

The support shown by Joe Waggoner for the men and women who put their lives on the line every day is truly incredible. The ISPA is proud and honored to call Joe Waggoner one of Indiana's Finest.

Winzenread Scholarship Fund

Established by Cyndi Winzenread and Roy Tabor of Tabor Law Firm following the line-of-duty death of Trooper Andy Winzenread on April 25, 1997. Trooper Winzenread was killed while assisting a stranded motorist on I-74 in Decatur County.

The fund was created through personal financial contributions by Cyndi and Roy to encourage academic excellence and award college scholarships to graduating high school seniors who are children of Indiana State Police officers.

Gary Dudley Memorial Scholarship

Established by Carolyn Dudley and Roy Tabor of Tabor Law Firm following the death of Lieutenant Gary Dudley, killed on August 22, 2006 while participating in a bicycle ride to honor fallen police officers.

Available to any legal child of any Indiana law enforcement officer who died in the line of duty — covering tuition, books, and room and board for up to 4 years or 8 semesters across all post-secondary fields of study.

Potential recipients may apply a maximum of four times, or for eight semesters, whether or not consecutive. Scholarships are available for all post-secondary fields of study — including college, trade school, and advanced degree programs.
